Project Description


This project is to support the redevelopment of land in the Turnagain area altered by the 1964 earthquake and now deemed available for building. Municipal Ordinance established special assessment or improvement districts for road (RID), water (WID), and wastewater (LID) to provide road access, pedestrian facilities, water and sewer connection, drainage, street lighting, and utility connection to residential lots that were platted before the earthquake. Private property owners and the Municipality of Anchorage taxpayers within the Anchorage Road and Drainage Service Area (ARDSA) will share in the cost of the infrastructure.

Bidding and Construction Update (posted July 2008)

Construction of the improvement district projects (water, sewer and road) will be competitively bid jointly with the Pump Station 10 upgrade and Lyn Ary Park improvement. The bid will advertise in June 2008. This AWWU and Project Management and Engineering bidding strategy considered what will best serve area improvement district property owners. Contractors will prepare bids based on the entire project, broken down by schedules to separate costs of each improvement district.

For the purposes of bid evaluation, the low bidder will be determined by the lowest basic bid plus the cumulative total for all four projects within the deductive alternate, so long as no single improvement district project (RID/WID/LID) within the deductive alternate exceeds available funding. 

Should the subtotal for any improvement district (RID/WID/LID) exceed 110% of the balloted cost, the improvement districts will all have to be reballoted. If a reballot is necessary, the Municipality will remove the improvement district construction and award a contract for construction of the Pump Station 10 upgrade only.
The combined project construction will make construction management easier and save staff time and money. The additional advantages of joining these two projects are discussed below.

Traffic coordination: A joint project improves traffic coordination, allows for more effective traffic policing and reduces ancillary traffic. By combining construction and management entities, we are better able to coordinate and respond to safety issues.

Construction management costs: Eliminating the need to coordinate construction activities between different contractors will reduce construction costs. More efficient construction will ensure the project will be completed faster and with less impact to the neighborhood. It is also helpful for the public to have one point of contact for questions or concerns that arise about project.
